About Rhodes Forum

Every autumn since 2003 the ancient Greek island of Rhodes hosts a session of the World Public Forum "Dialogue of Civilization" called the Rhodes Forum that brings together public figures and statesmen, academics, religious figures and representatives of the arts, mass media and business spheres from all over the world. The sessions of the WPF "Dialogue of Civilizations" proved the urgency and efficacy of the Forum by brining the focus of world public opinion to the problems of intercultural dialogue and the need to work out instruments to make interaction among cultures and civilizations possible. The results achieved by the Forum give a hope for further harmonization of international relations and strengthening of stability in the world.

International Community

The participants of the Forum’s programs or Rhodes Forum claim that the dialogue of cultures and civilizations is quite possible. According to Vladimir Yakunin, the World Public Forum was constantly working in an international atmosphere of events that seemingly proved quite the opposite. But meeting at the Forum’s events the representatives of different civilizations have reaffirmed each time that beyond political sphere a dialogue on the level of civil society is not only desirable and necessary, but it is also practically possible. "Now the logic of Forum’s development has led us to the need of making this dialogue more substantial; in a way that would generate the functioning structures of a dialogue. Dialogue of Civilizations is called upon to develop a new culture of international partnership, co-operation and interaction, it has to foster new values and bring in new goals to the international community" — said Vladimir Yakunin.

The World Public Forum (WPF) “Dialogue of Civilizations” is a deliberative-consultative body that unites into a single network various international and national nongovernmental organizations (NGOs), representatives of public and state institutions, civil society organizations and faith-based groups, academics, representatives of cultural, spiritual, business, and media spheres from different countries, members of diverse civilizations and cultural traditions, and individuals who share the principles of openness mutual respect which form the basis of the contemporary dialogue of civilizations.

“The Role of the Interreligious Dialogue in the Development of Dialogue Community”

Interreligious dialogue is founded on the significance of religious dimension in human life. Common efforts of various confessional institutions are currently required to prevent possible speculations based on religious differences and aimed at achievement of certain political targets.

The values of personal religious conscience for interreligious dialogue are actualized through debates between faith and knowledge. Special attention is paid to contemporary processes in interreligious and social dialogue which has been initiated in the European Union.

Civilizational Paradigm of Human Evolution

Despite the general confidence that there is an understanding of what a civilization is, such unambiguity is nonexistent. This notion can be disclosed through sociocultural types, is interpreted as the staging of human development, or as geographically localized human communities.

In the meantime, there are different contexts for the practical objectives and goals that scientists and government leaders face, where such an understanding should be profound and clear. The temporal (stadial) and spacial aspects of the genesis of civilization are intertwined in a complex way making the picture even more blurred.

Various civilizations can objectively dominate, thus posing threat of universalization escalating to the racist theories of the past or aggressive forms of the present-day globalization. However, civilizations can also be a depository of optimal development practices for the whole regions.

A civilization is obviously a form of human community which played and still plays a subjective role in history. However, major changes come with human evolution. Once, civilizations were born, later, there was a time for their confrontation and the futurology of civilizational wars. What lies ahead of civilizations? Will the principle of separation ever turn into its opposite – a uniform human civilization? What will it be like and what are its values, do they exist? Where does the dialogue of civilizations lead? A wide range of issues, from fundamental theoretical up to vital practical, will be addressed at the roundtable meeting.

An essential element of sustainable human development is its’ energy security. The perspective growth of energy production, especially in developing countries must be securely backed up by the fuel management and waste storage, and on the other hand do not impair the environmental security of the world. In addition, limited amount of oil and gas can cause tension related to providing free access to energy resources. This is the global challenge of 21st century.

Nuclear power could be the solution to this problem, subject to international cooperation in the development of innovative reactor technologies of the future to ensure the safe and environmentally sound development of large-scale nuclear energy while reducing the risk of proliferation of nuclear weapons.

Roundtable meeting is aimed to discuss key issues in large-scale development of atomic energy such as nuclear non-proliferation, nuclear and physical security of irradiated nuclear fuel and radioactive waste in the context of globalization processes and intercivilizational dialogue.

Historical Heritage in the Dialogue of Civilizations

There are many events of the past that may lead to tension and result in new conflicts. At the same time, the history contains extensive positive experience of cooperation, dialogue, resolution of conflicts, and this experience requires updating.

Mutual resentments, claims, dissensions and especially conflicts and wars remain in the actual memory of people for a long time. Not only they have saturated emotional coloring, but in a certain set of circumstances such confrontations may break out anew. Historical facts and events of this kind can be used by various civil or political structures for opportunistic aims.

The distribution of versions of historical events oriented at fanning the flame of conflicts, which is quite characteristic of mass-media and scientific environment these days, is counterproductive. Strengthened of cooperation in retrospective researches, mutual efforts to find the historical truth in all its depth and completeness, which is the basis for non-conflict perception of history, must become a constructive alternative to the adverse approach.

One of the vital goals of dialogue between civilizations is identification and mutual apprehension of both historical conflicts and experience of cooperation, knowledge of how to resolve a dissension.

Regional Economic Integration within the Global Economic Crisis

The regional economic integration becomes one of the most important components of the anti-crisis strategy, thus expanding the market of participating states and increasing economic resilience thereof. This provides for extending of economic territory through establishment of free trade areas as well as customs, monetary or economic unions. Availability of certain integrated associations considerably enhances development of participating national economies, increases resilience to any external shock, range of activity and competitive edges of corporations and enterprises thereof.

The crisis of 2008 put on the agenda a problem of required institutional integration both regionally and globally, thus forcing governments and business elites to seek actively any joint solution.

As from 2010 along with previously established and enhanced regional economic unions a customs union within the framework of the Eurasian Economic Community as well as a free trade area involving China and ASEAN member-states started to operate. The CIS states stepped up the process of the multipurpose free trade area establishment. Another discussion of issues related to integration was initiated in the Latin America.

The customs union involving Belarus, Kazakhstan and Russia is only the first breakthrough initiative. It is the basis for the establishment of the United Economic Area. The customs union an advanced and more profound form of economic integration allowing it to ensure free movement of goods, services, capital or human resources. For that purpose a number of ambitious targets shall be achieved as soon as practicable, in particular, harmonization of regulations related to foreign trading, macroeconomic policy or tax system criteria, antithesis and labour laws as well as migration policies of the member-states.

In addition to intensive negotiations involving experts and officials integrations requires an active dialogue among all interested parties.
The panel to be held as a public project launch shall provide for the appearance of certain officials of the customs union as well as those of the member-states, economic integration experts, representatives of business, media and social organizations.

One of the main goals of the activity of World Public Forum “Dialogue of Civilizations” is to built an international dialogue community. This community is evolving in multiple public events organized by the Forum and its partners from different countries and regions of the world.

The International Coordination Committee (ICC) operates as a principal body of the Dialogue Community. The participants of the Committee represent the significant academic and political institutions, civil society organisations from all over the world. The ICC is actively involved in elaborating new projects, defining conference’s agendas, in setting basic guidelines of Forum’s activities.

The main rationale in the dialogue community activities can be seen in establishing new conceptual framework as counterweight to prevailing global tendencies, to the conventional manner of expressing the world problems in assessing the “threats from the Third World” and the “inevitability” of the clash of civilizations.

Experts and participants of the “Dialogue of Civilisations” strive to establish a new order based on mutual respect and opinion exchange across national borders. Our goal is to define the difference between so called “global values” and authentic, true moral values, to bring a non-Western perspective in concert with the main Western conceptions.

The Eighth Session of the World Public Forum “Dialogue of Civilizations” was held on October 7 – 11, 2010 on the Island of Rhodes (Greece). The Forum considered the issues of the constructive projects aimed at creating institutions of public control and correction of the vectors chosen for post-crisis world development, as well as interests and values of cooperation underlying the projects proposed.

The present-day crisis state of the global community in economic, social, political, legal and other spheres has once again become a topical issue for experts and specialists dealing with the problems which have been underrated during the recent decades. There emerged a variety of promising projects and instruments for accommodating interests of the global community: e.g. European Monetary Fund, regional currency, industrial infrastructures, pipelines, electric power systems and various integration projects.

The stance of the Forum organizers is traditionally based on the following: it is possible to identify a real global agenda able to pinpoint and accumulate new resources for the world development, and this global agenda could only be provided in an atmosphere of the world’s dialogue community.

The Co-chairmen of the WPF “Dialogue of Civilizations” are the following persons: Vladimir Yakunin – Founding President of the Forum (Russia), Jagdish Kapur – President of the “Kapur Surya Foundation” (India), Nicholas S. Papanicolaou – President of the “Titan Capital Corporation” (Greece/USA) and Alfred Gusenbauer – former Federal Chancellor of the Republic of Austria.

Forum’s activity is supported by His Majesty Abdullah II, King of Jordan; Dmitry Medvedev, President of Russia; Mahmoud Abbas, President of the Palestinian National Authority; Sonia Gandhi, President of Indian National Congress; Abdul Kalam, former President of India; Mohammad Khatami, former President of Iran; Fidel Castro, former President of Cuba; Valdas Adamkus, former President of Lithuania; Giulio Andreotti, former Prime Minister of Italy; Milos Zeman, former Prime Minister of the Czech Republic; Walter Schwimmer, former Secretary General of the of the Council of Europe; Ayatollah Mohammad Ali Taskhiri, Secretary General of the World Forum for Proximity of Islamic Schools of Thought; Strobe Talbott, president of the Brookings Institution; Zhang Deguang, president of the Chinese Foundation of International Research; Koitiro Matsuura, former Secretary General of the UNESCO; Katerina Stenou, Director of Division of Cultural Policies and Intercultural Dialogue in UNESCO; Craig Calhoun, President of the Social Science Research Council, and other prominent figures.

The Forum works with different public institutions and organizations all over the world. Among them are the Council of Europe, the United Nations Educational, Scientific and Cultural Organization (UNESCO), Arab League Educational, Cultural and Scientific Organization (ALECSO), Islamic Educational, Scientific and Cultural Organization (ISESCO), and other nongovernmental organizations and different individuals.

The activity of the Forum "Dialogue of Civilizations" aims to mobilize the public forces in the interests of the world public development and to engage participation of civil societies in inter-civilization cooperation.

Rhodes Forum–2010 was held in the combined format of plenary sessions and panels devoted to the Evolution of Civilizations, Society, Economics, Politics, Culture, Media, Religion and Family. Prominent statesmen, politicians and public figures from over 50 countries have been invited to participate in the Forum. The Latin American civilization, as one of the main world civilizations, was presented within the framework of the Forum.
